Did President Obama break the law on prisoner exchange?
Several days ago the Barack Obama White House traded five terrorist prisoners at Guantanamo Bay for captured Army Sargent Bowe Bergdahl.
There has been bi-partisan agreement that the President did not notify Congress as required by the law. Lawmakers on both side are also upset about the President negotiating with terrorists.
John Rogers was the Deputy Assistant Secretary of Defense for Legislative Affairs in the Clinton White House. He was in charge of overseeing the congressional notification process when a military action occurs.
