Plow incident raises questions of liability

MILWAUKEE - If a city snow plow runs over your property, whom do you think should be held responsible? 

In Milwaukee, residents cannot file a complaint against an individual employee; one can only challenge the city.
 
Ryan Antczak wanted to know why a city snow plow could run over his fence near 38th and Lisbon, but he couldn't file a complaint against the driver.
 
"It's not about the money," Antczak tells TODAY'S TMJ4. "It's about the moral of damaging somebody's stuff and not telling them about it."'
 
We tried repeatedly to speak with a city official on camera, but the city clerk, city attorney's office and the mayor declined. 
 
Ghassan Korban, the city's public works commissioner, told us on the phone that employee matters are handled internally.
 
"All cases involving DPW employees allegedly causing damage to private property are independently investigated," Korban explains. "Employees in such incidents are subject to disciplinary actions based on their history, severity of damage and other factors."
