Wis. judge: WERC in contempt of union decision

MADISON, Wis. (AP) -- A Madison judge has found Wisconsin labor relations officials in contempt of court for continuing to enforce portions of Gov. Scott Walker's collective bargaining restrictions despite a ruling they're unconstitutional.
Dane County Circuit Judge Juan Colas issued an injunction Monday barring the Wisconsin Employment Relations Commission from enforcing the provisions against school district and municipal employees, enabling their unions to resume contract negotiations over wages and workplace conditions. The restrictions remain in place for state workers, however.
Colas ruled last year the provisions were unconstitutional as applied to two unions representing Madison teachers and Milwaukee public workers. WERC continued preparing for annual certification elections for more than 400 other unions next month despite the ruling.
Colas ruled Monday his decision does indeed apply statewide.
