Wisconsin prepares for the cold

MILWAUKEE - A man was found dead on the sidewalk in front of his north side home Friday morning -- a victim of the elements after he wandered outside sometime in the night.

"It's very sad and I can't believe that happened to him. I wish I could've woken up and seen something. I wish I could have helped," said neighbor, Niketa Wilks.

And the weather is only getting worse, leaving southeast Wisconsin bracing for an arctic blast. In Milwaukee, all non-essential city services will be closed Monday and the Health Department is mobilizing to get information out early to prevent any more weather-related deaths.

"We're talking ten minutes of exposure for an adult and you can begin to get symptoms of frostbite and hypothermia," said health commissioner, Bevan Baker.

What you wear is one thing, what you consume is something else.

"The thought is to get a good cup of coffee. It has the inverse effect. It's caffeinated and it's going to dehydrate you," said Baker.

Alcohol isn't any better. Hot chocolate is actually your best bet -- sipped inside someplace warm.

"There are two people that I know who are completely undefeated. One is Father Time and the other one is Mother Nature. You can't beat Mother Nature," said Baker.
