'Torture' Charges Dropped Against Commissioner

MURFREESBORO, Tenn. -- Charges against a Rutherford County commissioner and two other men -- over an alleged torture incident -- have been dropped.

Commissioner Matt Young was charged last year, along with Murfreesboro businessman Bubba Hutson and Biloxi resident Harvey Felsher - accused of kidnapping and aggravated assault.

The charges stemmed from a falling out with ticket scalper Kenneth Cooper.

The men took Cooper to the Rutherford County Sheriff's Office, and video showed him complaining of being tortured -- allegations that the men had denied.

"Mr. Young has always maintained his innocence, and I think today's disposition proves that out," said Young's attorney, David Raybin.

Cooper expressed frustration that prosecutors had never been willing to talk to him to hear his side of the story.

He had also faced allegations that he stole a handgun from Young.

The DA also dropped that charge.
