One of two 'pass-or-send to voters' measures before Springfield City Council deals with decriminalizing marijuana possession.

Having small amounts would be punishable as a civil offense and come with just a fine - no criminal record. Supporters say current punishments on recreational users are more damaging than the drug itself.

The Police Chief is opposed to the issue, saying he's worried about the potential road to legalization.

Council can pass the ordinance in two weeks, or send it to a public vote in August.
