Woman unfairly ticketed for parking in handicap spot

Las Vegas, NV (KTNV) -- A North Las Vegas woman was recently ticketed for illegally parking in a handicapped space even though her handicapped mother was in the car with her.
Beth Handelman had taken her mother to the store in her husband's Mustang convetible. When they got there, they hung her mother's handicapped placard in the car.
When they came back out, the placard was gone from where it was hung and there was a ticket in the car. The placard had been blown down from the wind.
Handelman thought that she would explain what happened when she went to court and the ticket would be dismissed.
But then she met with an attorney from the city and the attorney told her that she could not use her mother's placard in her car.
Action News Contact 13 checked with the Department of Motor Vehicles though and that's not quite the case.
When you apply for handicapped plates or placards in the state of Nevada, the Department of Motor Vehicles also issues you an authorization letter with your name on it.
This means that the right to park in a handicap space belongs to the person and not the car.
Unfortunately, Handelman had already pleaded guilty to the charges against her so the City of North Las Vegas says there is nothing that can be done. Handelman must pay the full amount of the ticket which is now more than $600 because of late fees.
