Why are Idaho's gas prices so high?

Idaho gas prices are some of the highest in the country. Right now we sit at 30-cents higher per gallon than the national average.
AAA says they aren't sure why we're paying more but the EPA says the drop across the country is because the fuel supply changes twice a year.
Consumers get a summer blend gas between June 1st and September 15th. It burns cleaner at a time when there is more traffic on the roads.
After September 15th, the prices start dropping as stations across the country switch to a winter blend.
