Bonus question: Should non-teachers receive bonuses?

The State of Idaho set aside $21 million dollars for school districts to find ways to increase student performance.

Most chose to give bonuses, or differential pay, to those who had a direct positive impact on students -- namely teachers. But some, like the Boise School District, chose to give bonsuses to people who almost never interact with students, like the District's payroll administrator or the human resources administrator.
