"He completed us as a family." Siblings of man killed 11 years ago speak out after arrest made in case

TUCSON (KGUN9-TV) - Francisco Moreno was a brother, a son, a friend.

"He completed us as a family," says Francisco's brother Isidor.

His family says Francisco loved basketball and had a bad habit of taking in stray dogs.

"He brings her home and I said 'why did you pick that one? She's the ugliest one,'" says Francisco's sister Susie Mendibles. "He said 'because I didn't think anyone was going to want her, no one was going to love her."

But on March 3, 2002, Tucson Police say Francisco was shot and killed at a friend's apartment in Midvale Park.

Detectives issued an arrest warrant for Carlos Martinez, who was 18-years-old at the time.

But Carlos disappeared. Then on October 25, authorities arrested Martinez at the Mariposa Port of Entry, more than 11 years after the murder.

"He had over 11 years of freedom after the fact," says Mendibles. "It's not fair, he should be punished for all that time."

Martinez now sits in the Pima County Jail. Francisco's family says they hope Martinez gets the maximum sentence.

"It's sad that our kids won't get to know their uncle." says Mendibles. "That's what Carlos will never understand. Just one moment of anger ruined our whole lives."

The family is confident that police have the right man, but Martinez is innocent until proven guilty. He declined 9OYS' request for an interview.

But if Isidor and Susie could talk to Francisco...

"I would tell him we didn't forget about him," says Isidor Moreno. "He forever will always be in our hearts and that we love him."
