PHOENIX (AP) - A military official leading an investigation into misconduct and leadership issues at the Arizona National Guard apparently has completed his on-site review without interviewing at least two key whistle-blowers.

The Arizona Republic reports that the investigative team interviewed an outspoken advocate for reform in the Arizona Guard and a former Air Guard commander who was fired in a dispute over leadership, but apparently bypassed Sgt. Chad Wille and Staff Sgt. Carrie Armstrong.

Wille exposed corruption among recruiters and was the target of a documented harassment campaign by fellow soldiers.

Armstrong was subjected to reprisal after complaining about sexual harassment.

The investigation was launched in the aftermath of Arizona Republic reports exposing years of misconduct by Arizona military personnel and raising questions about the Guard's leadership and culture.
