Kobach criticizes challenger's voter registration plan

Republican Secretary of State Kris Kobach says his Democratic challenger's plan for relaxing enforcement of a proof-of-citizenship requirement for new Kansas voters amounts to a proposal to ignore the law.

Kobach used the word ``lawless'' to describe how the secretary of state's office would operate under the proposal outlined Tuesday by Democrat and former state senator Jean Schodorf of Wichita.

Schodorf said she would allow prospective voters to cast ballots even if their registrations are on hold because they've not yet documented their citizenship for election officials.

She also proposed that Kansas stop requiring proof of citizenship from new residents who've had valid voter registrations in other states.

Schodorf contends that Kobach has administered the law poorly.

But Kobach said the law is preventing election fraud.
