State Democrats have been criticized for not explaining how they'd pay for 1.5 billion dollars worth of tax cuts and new spending. Monday, they laid out the other side of the equation. Their plan includes saving 500-million by making state contracts more cost-effective and by cutting waste through better audits. They also want to shift 247-million dollars currently being spent on things like maintenance.
